About the Work
The aim of this review is to provide objective, evidence-based, and constructive findings to support informed decision-making and future planning. The primary focus will be on both the current state of operations and programmes, with a retrospective analysis covering 2024–25. It will have two integrated components: an operational element that will assess structure, governance, capacity, controls, financial systems, risk management, compliance, policies, practices, and external partnerships. And a programme element looking at programme design, alignment with goals, outcomes, impact, sustainability, resource use, MEL systems, and accountability mechanisms. Consultants are expected to apply an appropriate mix of data and document review, interviews, and site visits in Romania. This work will need to be grounded in independence and objectivity.
We are looking for someone or a small team who has
- demonstrable experience in organisational, governance, or programme reviews within the charity, NGO, or social services sector
- strong understanding of safeguarding, data protection and accountability in work with vulnerable children and adults
- fluency in Romanian (if a team of people, this can be one of the team members rather than all)
- experience working within regulated or licensed social service environments in Romania (or very similar environments)
- the ability to deliver clear, evidence-based, and practical recommendations.
Deliverables and timeline
The successful consultant(s) will produce: a comprehensive written report (in English and Romanian) setting out findings, conclusions, and recommendations; an executive summary highlighting key issues and strengths; and a presentation with a slide deck for both boards. The review is expected to start ASAP (by 30 May 2026 at the latest), with an initial report anticipated by the end of June 2026.
